BGR Analyzes State and Local Ballot Propositions

Overview

In On the Ballot: November 6, 2012, BGR examines three proposed constitutional amendments, two propositions pertaining to multiple parishes in the New Orleans area, a proposed change to the City of New Orleans charter and two local tax propositions. The three constitutional amendments would strengthen gun rights, provide an additional homestead exemption to spouses of disabled veterans, and authorize the Legislature to require public employees or elected officials convicted of felonies to forfeit all or part of their pension benefits. The multi-parish propositions involve the renewal of bridge tolls on the Crescent City Connection and the creation of term limits for parish school board members, including those in Orleans, Jefferson and St. Tammany. The New Orleans charter change would establish separate elections for the City Council’s two at-large seats. Both tax propositions are specific to Orleans Parish. One would renew and increase a property tax for the Orleans Levee District, with the increase dedicated to the Non-Flood Protection Asset Management Authority. The other would renew a property tax for New Orleans Regional Business Park.
