Should New Orleans City Council Confirm Department Heads? BGR Analyzes Nov. 8 Ballot Proposal

Today, the Bureau of Governmental Research (BGR) releases a new report, On the Ballot: New Orleans Charter Amendment, November 8, 2022. The report is intended to help New Orleans voters make an informed decision on whether to require the City Council’s approval of mayoral appointments of department heads and allow the council to confirm certain other City administrators. 

BGR’s report explains the proposition and places it in the context of New Orleans’ form of government and the division of powers and responsibilities between the mayor and City Council. It then analyzes the necessity of the proposed charter change and its potential effectiveness. The report also explains BGR’s position in support of the amendment.
