BGR Finds that Better Governance at the New Orleans Jail Can Support Reforms

Today, the Bureau of Governmental Research (BGR) releases a report to assist local policymakers as they seek to end a 50-plus-year cycle of unconstitutional conditions at the New Orleans jail. The report finds that the chronic deficiencies are linked to a problematic governance structure, or the division of jail responsibilities between the City of New Orleans and the Orleans Parish Sheriff’s Office. To remedy these flaws, BGR urges the City and Sheriff to forge a binding agreement to improve collaboration, strategic planning, transparency and accountability.
