The superintendent discussed her priorities for NOPD: reducing gun violence, achieving and maintaining compliance with the federal consent decree, and improving officer recruitment and retention. She then answered a wide variety of audience questions about policing and public safety.

- Supt. Kirkpatrick shared her goal of achieving compliance with the 11-year-old federal consent decree, or settlement, to reform NOPD. She hopes to show the federal court in 2024 that NOPD has the necessary reforms in place. She wants to begin the required two-year period in which NOPD self-monitors and sustains the reforms. - She highlighted two initiatives that have helped to reduce the call load on NOPD officers. The New Orleans Mobile Crisis Intervention Unit responds to individuals experiencing a behavioral health crisis. It is connected to the 911 system and dispatches a team of mental health professionals. Another contractor, On Scene Services, responds to auto accidents with agents who are former law enforcement officers familiar with traffic incident protocols. Click video below:
- Supt. Kirkpatrick discussed a request to Governor-elect Jeff Landry to assign Louisiana State Police troopers to New Orleans. In answering a question about the French Quarter, she said the state troopers may assist NOPD with public safety there. The state police supplemented French Quarter security from 2016 until the end of 2020. (See pages 5-6 of this BGR report for information.) Click video below:
