The Story
In a major financial pivot aimed at breaking a legislative stalemate and salvaging a fall groundbreaking, the board of the Ernest N. Morial New Orleans Exhibition Hall Authority has voted to overhaul its development agreement for the planned Omni New Orleans headquarters hotel.
BGR’s Role
The Bureau of Governmental Research (BGR), a local independent government watchdog group that evaluated the incentive package, reported that the restructuring aligns with recommendations outlined in its analysis.
While BGR noted that final public savings cannot be fully calculated until the Convention Center determines how it will fund the $120 million payment, the shift is expected to preserve value for the developer while retaining far more future tax revenue for the public.
