BGR Breakfast Briefing: As St. Tammany Grows, Should the Parish Council Shrink?

Today, the Bureau of Governmental Research (BGR) held a panel discussion in Covington that explored whether St. Tammany Parish should decrease the size of its 14-member Parish Council, which is the largest among Louisiana’s most populous parishes. BGR currently has no position on any changes to the St. Tammany Parish Council. We presented this event to help citizens and policymakers learn about the issues involved with changing the council structure, from size and salary to council operations and redistricting. Our panelists were:

  • Mike Lorino, Jr., who represents St. Tammany Parish Council District 4 and has advanced the idea of reducing the size of the council
  • William D. Aaron, Jr., managing shareholder of Aaron & Gianna PLC and an expert on local government charter issues
  • Kevin Davis, who helped create the parish charter that went into effect in 2000 and then was elected to three terms as president of St. Tammany Parish
