Report critical of post-storm property assessments

NEW ORLEANS A New Orleans government watchdog group says the city’s seven assessors
reappraised property following Hurricane Katrina’s flood damage in widely different ways, making
New Orleans’ haphazard pattern of appraisal even worse.

The Bureau of Governmental Research says residents of unflooded areas of four districts received
no reductions in their 2005 assessments, while their neighbors in dry areas in three other
districts saw their assessments drop as much as 50 percent.

The report comes amid calls to restructure city government, which could include a unified,
appointed assessor, an idea backed by Governor Kathleen Blanco and Mayor Ray Nagin’s Bring
Back New Orleans Commission.

The assessment system in New Orleans has been long criticized for wide variances in the
assessment of property in various districts.

Gary Solomon, who led the government effectiveness committee of Nagin’s rebuilding
commission, said the report further underscores the need to push through his committee’s
recommendation.

First District Assessor Darren Mire acknowledged that the differences between districts noted by
B-G-R are troubling. Mire said he did not reduce the values of unflooded properties in his area
unless they had wind damage that could be documented by the owner.
