New Orleans Plan Envisions Few Limits on Rebuilding

All Things Considered, January 10, 2006 · New Orleans’ official blueprint for redevelopment, authored by a city commission and set for release Wednesday, will recommend that residents be allowed to return and rebuild anywhere they like, no matter how damaged or vulnerable. The plan puts the city on a collision course with the state.
