BGR blasts UNOP citywide priorities

The Unified New Orleans Plan’s citywide plan is inconsistent and lacks realistic timelines, according to the nonprofit Bureau of Governmental Research.

BGR said the plan’s problems “are so fundamental that they cannot be addressed through minor adjustments.” The planning document needs a total overhaul and to return to the basic data, BGR said.

The report, “Not Ready for Prime Time: An Analysis of the UNOP Citywide Plan,” provides an overview of the nearly 600-page citywide plan. BGR also offers recommendations for advancing the process.

BGR’s report deals only with the citywide plan, not plans crafted for the 13 planning districts in the UNOP process.

BGR claims the plan’s priorities make no sense. For example, BGR blasted the top recovery projects cited in the plan — a new Louisiana State University/Veterans Administration hospital complex and housing for dislocated public housing residents.

Problems that affect more people — such as crumbling streets, an antiquated drainage system and deteriorating schools — are ranked lower on the priority scale, BGR said.
