In this publication, BGR summarizes the millage propositions up for renewal in the
March 27th election in Jefferson Parish, and raises a broader issue: Is the special taxing
district revenue structure the best way to fund local government services?
- The four property tax millages up for renewal are for public transit, west bank
recreation, and fire protection in the Lafitte-Barataria area.
- These four special taxing districts are part of a patchwork of 31 special taxing
districts that are the foundation of Jefferson Parish government finances.
- The 31 special taxing districts are among 50 dedicated special revenue funds that make
up 78 percent of total 1998 parish operating revenue.
- Geographically-specific special taxing districts afford opportunities for residents of
some areas to increase services in their neighborhoods.
- However, government by special taxing district can result in fragmentation of services
and the inability to fund new priorities.
- The Parish has started the process of consolidating services, but the creation of two
new special taxing districts (one in 1998 and one in 1999 subject to voter approval)
diminishes the perception of the progress made in this area.
